Explanations inbound:
Flickering Shadows:Goes into negative HP forever.
...Hmm, that necessitates that there's a cap on how far they go into negative HP per turn, or that they just stop at - 15 but don't die.

Equipment:They can use it, but if they're using it, it only exists as a shadow until they stop using it.

Shadowlink:Er...Flavor?  It's a teleport.
Flickering Shadows: I'm gonna need you to put a cap on how far he can go into the negative before he's... dispersed on a more permanent basis, 'm afraid. Perk's too OP otherwise.

Equipment: That's not what I meant. How does Umbra take equipment? Is it supposed to be that he can steal equipment from anyone and everyone?

And I don't really see the point of Shadowlink if it doesn't DO anything beyond flavour, but whatever.

On top of that, I noticed Grant Shadows. How much Special damage is it meant to do?

Hm. Light Frame and Like a Rock can probably be combined into one perk. Also, you only took 4 perks, you get an extra one since you have 2 flaws.

Rocky Handling is less something to put as a perk and more of a flavour thing, unless you want to stat it up as a passive regen that works as long as there is rubble/rocks(preferably the former, because there are ALWAYS rocks) in the area, or something else depending on what 'absorbing' is meant to do.

Deadeye seems fine. Situational, but it can give you a bit of an edge. It's underpowered, if anything. Maybe make it 'once every X turns' he can see one weakness an enemy has?

Lower the AK-47's damage to 1d10.

Weighted Training Clothes are kinda underpowered, up the RES to 3.

How much is Dust Armor meant to increase RES by for those turns? Also, lower it's duration to 1d(resilience/2).

Give a percentage chance for Landslide. You might want to increase that base damage to something like 1d6-1d8 as well.

Anything you deem unbalanced?
Reduce the health allies revive at to a quarter. Other than that, nothing immediately springs to mind.

Also, before I forget, Projeck, give Smoke a duration and cooldown.

Indiscriminate? He only affects the health of his host and a high resilience host could be fine for a while.... and
he can detach himself from a host if necessary so if he's smart or careful enough none of his hosts will die from that.
