I say Scotland because they are a bit more of a problem if they get unified. Ireland has to cross the sea at some point and therefore is a bit more manageable to conquer later on.

You want another Kingdom title, yet you have barely any piety.  Ireland and Scotland, I believe, are Already Saved.  You must crush Heathens if you want God to grant you another Kingdom.  Thus:

Unite England under the One True King of the One True God!

Most of Scotland is currently held by the Jarl of Jylland, and fighting the Sons of Ragnar in Jorvik would be a pretty bad plan. So we may go for Scotland.

Also, Mercia and Wessex are saved, while East Anglia is held by Ivar the Boneless, another Son of Ragnar. I have to wait for the Sons of Ragnar to die and the alliances to break up if I want to get anything done in England.

Third point, I shouldn't create Kingdom-level titles until I have an Empire or change the law to Primogeniture, lest the Kings of the far-flung realms of Britain break away due to gavelkind.

Yeah, you should just kick Viking ass and make the Empire of Britannia.  Why is that not an option?

Holy Wars are only deadly if you give your opponent's allies time to support them.  If your holy war only hits a couple provinces, you should be able to take them before the pagans get their act together.

Depends on how much it would affect it. If it makes creating Brittania impossible just roll back to 2.4.5 (you can do that through the beta tab of the games properties in the Steam library)
