I would have expected this to be planned already, but seeing as how the new discovery system is entirely hard-coded instead of being in the raws...

Basically this would be an expansion on the existing secret system, where 'secrets' include mundane discoveries.  Each secret can have a REQUIRES_KNOWLEDGE tag referring to another secret, meaning that it requires another particular secret to be known by the discoverer before it can be researched.  Secrets can also be taught or recorded, allowing them to spread through a civilization.

Buildings and reactions can also have REQUIRES_KNOWLEDGE tags.

Again, I assume that this is planned already, but since all of the current mundane secrets are hard coded, I am making no assumptions.  It would be disappointing if all this turned out to be unmoddable.
