Marksdwarves - proof of dwarves being evil?

So, ran across this today poking at the nets:

197.  I will explain to my Legions of Terror that guns are ranged weapons and swords are not. Anyone who attempts to throw a sword at the hero or club him with a gun will be summarily executed."

This reminds me perfectly well of my marksdwarves perfered mode of combat.  Does that make them evil because there's a express bullet-point for instruction legions of terror not to do this?

I thought you were going to point out that marksdwarfship consists of torturous death-by-accupuncture. I'd have accepted that.

This is just an indication that, like the legion of terror, they are incompetent.

If your animals aren't expendable, you could always station a dwarf or two out there?

I had a gremlin run right into the centre and main thoroughfare of my fort, into a team of marksdwarves. Took 3 volleys to bring the bugger down, and a further 20 to kill him, during which job cancellation meant nobody got anything done. What i wouldn't give for a dedicated "i don't care how many bolts you still have, run up and stove his face in!" button
