Events/General Knowledge:There have been grumblings in the Capital regarding the standard of living and wages. Near the end of the week, a massive riot breaks out, with over a thousand disgruntled workers and unemployed protesting outside the Government HQ about multiple issues, though primarily focused on low wages provided by (part of) the government. Several hundred employees of the Ministry of Advanced Defense took part in the riots. A large talking point of the protests also involved the sweatshops run by the Ministry of Criminality - word must've slipped of their existence. After two hours, the rioters were forcefully dispersed by a combination of Commissariat Squads and Soldiers. Four people died, and twenty one were arrested (but have yet to be imprisoned) by the Ministry of Corruption and Graft.

The Ministry of Graft and Corruption will be provided with all collected tax income and will execute redistribution of all collected tax income for as long as its minister holds the title of Executor. The Minister of Graft and Corruption will initially hold the title of Executor.
If at any time more than two ministries believe that the Minister of Graft and Corruption or other current Executor is not correctly redistributing wealth, a new Executor may be voted on to replace the Minister of Graft and Corruption or other current Executor in receiving and redistributing tax income. Any other minister that receives a majority of votes during this period (out of all votes cast) will be selected as the new Executor.

(1)All vehicles are required to tax disc, to ensure that they are properly taxed, when tax is paid a updated disc is provided which will be inserted into front of vehicle.

The UN is visited, though it should be known that they lack a great deal of power (in this timeline, there was no WW2). They are primarily a Western alliance despite their efforts at global peace, and thus seem wary of Apland. They are already aware of and investigating the rumours of war.
There do not appear to be any nations who are openly hostile to Apland, though there are certainly a few who don’t seem to be too open to positive diplomatic relations; the militaristic nation of Karsthum is a major threat, having expanded their borders aggressively in the past two decades. Trebon is neutral politically, while Palushka is friendly. There’s also Debril, a fascist state which could potentially oppose Apland if it begins to rival them politically...but is otherwise neutral.
The meeting with Russia’s ambassador starts off well; he seems friendly, and is willing to discuss specifics. He mentions aid for the People and figures upwards of $100,000/week. Experts and the like could also be sent to aid in tasks, particularly the building of housing and factories for the people. However...mentioning the USA’s offer to Russia perhaps wasn’t the best plan, particularly with anything less than a masterful diplomat. In the interaction, their ambassador accuses Apland of being two-faced, and not truly “desiring the ideals of the future”. He also makes it clear that allowing a US Military Base on Apland’s soil will be seen as an act of aggression against the Russian nation.
Once again, it is difficult to transact any gun sales to foreign governments for the reasons specified last week. Apland is simply seen as too weak and backwards to be of any use to the more “powerful” nations. Industrial output just isn’t high enough to be of major interest to other nations.
A campaign praising the heroism and heart of the MoE’s brave workers is publicized, bringing to light the long hours and nonexistent wages that they have nonetheless toiled against for so long. Donations from many come in, even from non-readers which learned of the plight via word of mouth. In total, $14,000 is received throughout the week and delivered to the MoE.

The PP4Z1 is the most advanced model of sniper rifle, while the P6 is the most recent model of their combat rifle - though arguably worse than the P5E4, which is based off an earlier design. The Kauber is a patented pistol produced (but not designed) by the company, as is the Domska-Bluger AT Rifle. The KL36 is a LMG which boasts little overheating yet high rate of fire; but tends to jam and suffers from high recoil. In total, $1955 is spent on the weapons (using the Ministry of Advanced Defense’s funds), which are delivered to the Ministry of Advanced Defense.
The Peoples’ Gazette is produced, being more of a yellow journalism-filled magazine than an actual newspaper. It does, however, contain all important news, and inspires the same patriotism as TPP. However, it contains much less “truth” and much more “fiction”. It has yet to go into production, being bogged down with arguments over design and journalism slow down its introduction; many of your writers refuse to write the untrue drivel that they see the Gazette as, and threaten to leave if it’s produced (about seven in total). The loss of the writers would hurt, though cause no long-term damage to the Ministry. Their threats may also be empty words, but who really knows. In any case, the Gazette is ready to go into production if you wish to go through with its release.
Several companies purchase ads in your paper, at an average price of about $30 each. In the first paper of the week, two ads are purchased for $50; by the end of the week, this has risen to nine ads worth $300/day. It’s not much now, but demand has already begun to rise quickly. Iskra in particular has taken an interest in the paper, purchasing an ad five days this week. A total of $1300 was made on ads this week.
Construction on $65,000 presses begins outside the Capital, with local structures being purchased in order to accommodate them. This brings the total cost to about $140,000; acquisition of the presses and construction should be finished within two to four weeks.

Five forts and four supply stations throughout the country are seized by the five hundred soldiers tasked with patrolling the countryside. They’ve already been ransacked of supplies.

Houses are being visited once per month, and with the new tax routes set up this poses less danger of tax overlap. A percentage of the house value is paid monthly, which is surprisingly quite high; it is estimated that the total value of all housing in the Capital could be as high as $200,000,000. Income Tax has yet to really take off, as employers need time to adjust to these new governmental demands. They’re adjusting around the new taxes - but it really falls upon them to get the income tax calculated; until you have their full cooperation (or a new system), income taxes will remain low. The taxes collected arrive in your treasury throughout the week (+$115,000).
A total of $47,400 is transferred to the Ministry of Engineering.
Three additional foreign scientists are recruited, at a cost of $450 ($150/each; the amount will rise as you recruit more) and a wage of $60/week. Seventeen scientists are assigned to each research project.
Forty foreign gunsmiths, primarily from countries in the region such as Trebon and Palushka, are hired. They aren’t anything incredibly special, but they’ve all worked in the gun factories and have a working knowledge of rifle mechanics and parts. It cost $150 each to convince them to move (for a total cost of $6000), and each is paid $45/week. They begin training your technicians on how to more effectively produce weapons.
Five hundred fifty additional technicians are recruited from the general population. All of the misc. factories are refurbished to produce weapons, at a cost of $90,000.
Factory foremen begin quality control measures. About ten percent of produced goods undergo inspections by the foremen personally, randomly selected from the line. Factories which fail inspections regularly undergo quality training; repeated violations may eventually result in the sacking of employees. These inspections will decrease WP by about 0.1/worker due to increased standards, but increase the quality of goods produced.
[You cut this action, but it was a pain in the ass to calculate so I kept it in.] All factories’ capacity are increased by about 25% each by simply rearranging lines and fitting more people into a tighter area; this has little short-term downside, but could pose a potential risk in case of fire or other disaster. Two of the factories are also expanded into neighboring buildings which were empty or government-owned (one of which was previously a warehouse under your control). Your primary weapon factory’s capacity is doubled through the purchase of a neighboring business, which is remodeled. In total, the cost for these increases, introduction of new equipment for the increased workforce size, and hiring of architects and builders for expanding the factories is roughly $60,000. The capacity of the primary weapons factory is up to 375, while the total capacity is now roughly 1700 workers.
Unfortunate tidings! A loyalist stronghold was located in the Dinaric Mountains to the west. Holed up in an outdated (though still defensively solid) hillfort, they opened fire upon an approaching column. After the initial skirmish, six hundred patrolling soldiers regrouped for an assault on the fort under the orders and command of General Grigorescu. After pounding it with mortars for several hours, it was stormed - but despite initial success, they were repelled by the stalwart defenders. In total, eighty soldiers died in the battle, killing an unknown number (likely around forty) of loyalists. It is estimated they have atleast two hundred soldiers in the fort.
The two hundred stationed soldiers discover, after much investigation, that the Royal Family funneled any funds they didn’t squander into Swiss bank accounts. An estimated $22 million AD is sitting in their accounts for the family’s heir to withdraw; it is unknown who that heir might be at current.
The remaining soldiers patrol and keep a watch on the border. Two hundred of them respond to General Grigorescu and assist in the storming of the Loyalist Stronghold.
Five hundred marines travel to each outlying city, exerting governmental control over them. At current, they have seized previously royalist barracks and forts, though a more permanent solution should be established - the buildings in question are ransacked, lacking supplies and being heavily damaged. At current, they have yet to “exert control”, awaiting specific orders; they do not wish to alienate the populace. None of the marines were within range of General Grigorescu’s battle to assist.
Ministry of HealthDespite repeated demands for wages, you have yet to state an amount that doctors should be paid; they have taken the liberty of withdrawing $50/each from the fund, with the nurses taking $35/each and the trainees taking $10/each. They will continue this until and/or if you order them to stop.
Three doctors, along with five nurses and thirty trainees, are transferred to the larger non-Capital city. They move into the city’s sole “hospital” (though there are several clinics), an imposing structure larger than the ones in the Capital. Some supplies are taken with them, though funding will have to be provided for the hospital. The situation is dire; without the hand of government, things have deteriorated quickly into a richest-man-wins scenario. The huddled masses, unable to afford the private sector’s healthcare, die in large number to illness or injury. This report is sent back to your desk from your staff, who urgently require more manpower. They are overloaded, and need atleast twelve doctors and two to three times that of nurses. However, drawing them from the already overburdened Capital hospital will overload
them. There are simply not enough doctors to go around.
Six qualified doctors and thirty seven potential civilians with medical knowledge are recruitable in the larger city. The doctors are currently employed in the private sector, and will only join you if your offer exceeds their current pay (ranging from $100/week to $200/week). The civilians tend to already be employed as nurses or the like, and will want payment of $40 to $70/week.
The second-largest city boasts one hospital and eight clinics, all of which are closed and all of which are claimed. None of your staff are present in the third-largest city, which remains unknown to you.
$9000 arrives from the Ministry of Corruption and Graft.
Ministry of Corruption and GraftThe mint has stopped production and is transferred to the Ministry of Finance.
The Ministry of Security’s remaining funds have been seized; $10,000 in total is added to your Ministry’s pool of money. This is just before the Minister of Security’s resignation and the ministry’s dismantling.
Extensive refurbishing and reconstruction on the transferred warehouse is conducted, costing about $85,000. It is furnished with twenty offices, six barracks (for a total capacity of one hundred fifty), a reception room, twelve prison cells, two interrogation rooms, and a concrete bunker at the heart of the compound in the event of the building being attacked by bombers or artillery. Security cameras are present throughout, monitors being placed in the bunker, reception desk, and several of the offices. Sturdy steel doors equipped with automated locking mechanisms are present at all of the building’s exits. The structure is, all told, three stories high and contains fifty two rooms. However, construction is still underway - it should be complete within three weeks. It can still be utilized until then, but not all functions are usable yet (many of the offices, the cameras, the bunker, interrogation rooms, jail cells, and reinforced doors). The $85,000 will be paid in payments of $21,250/week.
Truck quality and costs vary greatly, though the market for military vans with a capacity of twenty or more people isn’t too vast. A foreign company named Tatra has jumped on the chance, and offered to tailor Commissariat vans to your specifications. The low end could cost around $6000/each, scaling upwards based on specifications. The $6000/each model would be a plain white truck, adapted from shipping vehicles. Recommended improvements are armor plating, improved engines, reinforced glass, better shocks, lowered roof, and improvements on the tires. However, adopting all of these could send the price upwards of $75,000/each. The public market doesn’t have much in the way of armored vans, though simple trucks that can carry an entire unit might cost as little as $4500, for the real low-quality models.
Commissariat squads work closely with the tax collectors, assisting them by going along their predesigned routes and collecting taxes in their stead. The taxes are then delivered to the tax collectors at the end of the day.
The other cities’ government assets and structures have already been seized, destroyed, or otherwise ransacked by violent revolutionaries during the downfall of the cities. After months of being left alone and without any records of them, who knows what the government structures could be - and any assets that they might’ve once contained are long gone. Military equipment and the like that was seized in the initial capture of the cities was utilized already during the revolution.
There could certainly stand to be more firefighters. Though there is no great fire danger at present, the four stations provide hardly enough coverage for the entire Capital. She recommends increasing the current number of employees by atleast tenfold, with atleast six additional stations and ten additional engines.

Ministry of AgricultureSurvey teams continue to map out the countryside, while agricultural staff continue to offer deals to purchase government land; but as seen earlier, little progress is made on this due to aforementioned problems (see: turn 3).

Ministry of Engineering$47,400 arrives from the Ministry of Advanced Defense, and $14,000 in civilian donations arrives from the Ministry of Truth. $22,000 is used for repairs and $11,000 for the upkeep of the power plants and water department. This leaves $27,400, with an additional $7000 in your treasury already for a total of $34,400. Expert pay is cut to $50/week temporarily, while foreman pay is increased to $60/week and worker pay is increased to $50/week for a total cost of $23,180/week. This leaves $10,820 in your treasury.
State-owned facilities outside the Capital have long been ransacked, destroyed, or privatized; one such facility is contacted, who have formed the company Jankovic Power. Without this privatization, the facility would’ve long closed down; they have sold electricity primarily to wealthier clients outside the Capital, where electricity is unstable at best. Four ransacked plants, two ruined ones, and two privatized ones are discovered.
The Turstonkzy HEP is contacted using the car lent to you from Minitrue. They are still operational, having been funded by a private investor some several tens of thousands of dollars. They recommend you contact him; he resides within the Capital, and runs the Delhaize corporation. The plant has certainly not flourished with the decline and subsequent collapse of the government, but they have a nice cushion of money thanks to the patriotism of the aforementioned citizen. The cash is handed over to you to be centralized; a total of $44,000 (of the $80,000 initially funded). The plant requires $14,000 in upkeep and employs 500 workers, while providing an estimated one fifth to one tenth of the country’s power.
The foremen have little more information to give you; as mentioned previously, most power was produced by private companies before the construction of Turstonkzy and the coal plants. They used to report to the Interior, a shady branch of government who they lost contact with a few days before the fall of the Capital.
To convert Power Plant C towards waste-disposal wouldn’t actually be too expensive, seeing as it's already geared toward incineration. There’d have to be a few modifications, and special equipment would have to purchased. The plant could produce a decent amount of power (though nowhere near the amount produced by burning coal) while decreasing the volume of waste by up to ninety five percent. There’d be a significant (estimated $3500) upkeep, but obviously no material cost. The conversion cost is about $32,500, about three fourths of which is purchasing the equipment mentioned.
In order to provide solid waste disposal coverage on weekly, door-to-door waste pickup in the Capital, estimates vary. With trucks, it could probably be done with maybe one hundred well-equipped garbage trucks, and twice that number of employees. This all implies a formal system that has full civilian cooperation; leaving bins out and the like. Without that, with inferior trucks, or with complications, the number of trucks and employees required could be two, three, or even four times the original estimate. Without trucks, it’s unlikely an efficient door-to-door pickup system could be designed; each employee would have to go out, pick up the trash of one or two households, and then return to drop it off. This system would require a rough estimate of one thousand workers. The cost of the recommended garbage trucks is about $20,000 each, though they could certainly make do with smaller, worse-equipped models.

Ministry of CriminalityThe schedules of your officers are staggered to ensure that there always atleast four on the streets leading the police force. Five students have shown extraordinary progress, learning quickly from their teachers. They are transferred to the streets, leaving the professional officers free to commit themselves to training.
The work week of prisoners has been increased to 40 hours/week.
Iskra, a multinational corporation headquartered in Apland, takes you up on your offer to train prisoners in exchange for decreased prices. Six of their more experienced workers take a tour of your facility, making notes and offering tips to increase productivity. They’ll agree to invest $200,000 (note: they didn’t specify whether they’d send the money to you or whether they’d invest it how they saw fit - in either case they’d certainly expect it to be spent on the prison workshops) to expand the prisons and equip them with higher quality workshops, in exchange for an exclusive one-year contract on all prisoner-produced goods, at seventy-five percent of normal market price (market price being what you’d be getting if you didn’t have the contract).
The National Bureau of Statistics hasn’t been “established”; the proposal has been accepted, but no ministry took the time to actually physically establish/head it, or employ anyone within it.
The background of Pavol Milovanović, the intelligent gentleman visited previously, is checked. He appears to be related distantly to the Royal Family, being part of a cadet branch of their House. Despite his lineage, he is heavily liberal - some might even call him radical. He attained these ideals while overseas, studying in the States. Whilst there, he studied democracy and republics, and upon his return was outcast from the family due to his political viewpoints. Despite this, he continued to protest - and was a driving force behind some of the revolutionary movements inside the Capital (which were separate from YOUR revolution, though were part of the same stream). He has continued to protest, claiming the Ministries are simply another autocracy - and that for true revolution, all public officials should be elected for the people, by the people. In essence, a free thinker.

Three more Loyalist bastards have been coerced into funding the Ministry. A few of them have proved difficult, however, with one threatening to reveal your transgressions to the public. Most are uncooperative, though it is unlikely that the majority will respond to the harassment unless it gets so severe that they feel the need to do something.
The non-violent task force conducts arrests on several thieves and the like, but herein lies some problems mentioned previously. The law code is a basic one, based loosely off the previous government’s law code; but parts of it have been intentionally left blank due to not knowing exactly how restrictive you plan on being. Most of the laws are things that prohibit thievery, murder, assault, and the like; basic human rights. However, some things you’ll need to address specifically - drugs, weapon ownership, self-defense, property rights, tax fraud, bribery, domestic abuse, blackmail (ironically), and the like are a few examples that should be further touched on. The more specific you are, the easier it will be for your officers to enforce the laws and the happier the population will be that the laws are clear; otherwise, you might run into some trouble with lack of clearly-defined laws (think 1984).
The cost of refurbishing the old prison is dependent on the quality of the refurbishments, but for the most part it will be expensive. Seeing as it’s falling apart, it’d probably be cheaper just to build the museum from scratch; but such would ruin the point of building the museum from the prison. The cost to simply make the prison safe and structurally secure is in the $35,000 range, while making it pleasant for visitors might add in another $10,000; further improvements would increase this estimate further, though these are lowballed. The high-end could be as much as $150,000 at most (plus any additional improvements made).
Ministry of TransportationTen additional Scouts are recruited, who begin appraising routes to Trebon. Another ten appraise the routes to Palushka. They find the following:
- There exists a single railway between to Trebon, several cross-border roads, one of which is a 4-lane (guarded on their side), and no overseas shipping (they are landlocked).
- There are no railways between to Palushka, a small numbero f cross-border roads (no highways, guarded lightly on their side), and mild overseas shipping.
The rest of the Infrastructure scouts continue to work on the map. Some preliminary information is sent back to HQ; that decent roads exist between all three major cities, though all infrastructure to other towns is severely lacking. Private railways are well-maintained, though trains from anyone outside the company who owns them are barred and/or must pay fees to use them. The populations are about 550,000 and 240,000.
Constables at the Port Authority appraise the total value of all goods in the commercial port to be about $2,000,000 at present. There is a problem, however...nearly all the merchants weren’t prepared to pay a tariff, and don’t have the money prepared to pay a tariff. The Constables take about $25,000 in goods and $15,000 in cash. Twenty of them are stationed at the port authority in order to continue the import tariff. The tariff is small enough that it won’t discourage imports; raising it even further wouldn’t be too impactful, though too much higher will result in discouraging merchants.
Land near the port is mostly bought out; it’s high-value property. However, several warehouses are recognized as being ones seized by the Ministry of Criminality - twelve of them within ten minutes of the port (walking). They could be approached about transferring control of the warehouses; otherwise, it could cost from $1500 to $4000 to purchase each warehouse. Most land is built up already around the port, so it’d be cheaper to buy the building itself than build a new one after tearing down a structure.
