I've compiled a list of all the previous proposals just for convenience. This turn's proposals aren't included as they haven't been voted on yet.
1. All employees of the ministries of health, security, defense, and engineering must have basic first-aid training by turn 6, and any employees thereafter must go through training to join. An untrained employee will result in a fine to the ministry responsible for the untrained employee, and the money from the fine will be used to advance medical technology. [Ministry of Health]FAILED
2. Allow all Ministries to collect taxes in the form of labor in service of a Ministry. e.g. the Engineering Ministry could waive taxes in return for work done on construction projects, and Transportation could do the same for infrastructure-building work. [Ministry of Transportation]FAILED
3. Taxes Consolidation Act [Ministry of Advanced Defense]PASSED
Citizens of Apland are subject to certain expectations and exemptions, which may be chargeable on all income arising in state to individuals, corporative bodies and partnerships following these acts.
Property Act:
(1)All land subject to private property are expected to pay yearly tax sum to government, Public owned land in hands of government are not subjected to this act.
(2)Organizations that are given discounts from this act are property owned by various Religions in Apland and organization deemed to be of charity status.
(3)Low bands of tax is set at 5% yearly for low income households, Middle band of tax set at 12.5% for upper income households and upper band set at 15% for corporative held land.
VAT Act:
(1)All goods being sold in Apland are subjected to commission of tax which all citizens are expected to pay when goods are bought or sold.
(2)Value added tax is set at 10% on goods.
Income Act:
(1)All citizens when either under private or public employment are to expectted to pay income tax which will be deducted from pay by employer and collected by government.
(2)Salaries set in the lower band are to pay out weekly 10% in income tax, middle band are to be required to pay weekly 15% in income tax and in upper band are expected to pay out weekly in 20% in income tax.
(3)Tax bands for income tax are set out by amount of money employee earns weekly, low pay employees fall into first band while middle income employees fall into second band and upper income employees fall into last band.
These acts set out government role in ensuring taxation to provide to for services to carried out, tax collected is to be distributed between each ministry to help pay for ministries.
4. Create a health service, and attach a corp of nurses and doctors to all ministries. These nurses and doctors will be trained and paid for by the Ministry of Health [Ministry of Criminality]PASSED
5. ARG [Ministry of Agriculture]PASSED
0. Definitions: Hereby, when referring to ARG the following terms are defined as follows: 'poll': A list of options presented to the ARG members, who can choose whichever option they prefer by typing the following: ARG Vote: (Insert decision here). When a member does this, they use 1 vote.
1. Four members are to be allowed in the ARG at once. Each member has one vote. Members can be replaced if a poll is called for and passed to do so. Replacement members are decided thru a poll of current members, and if selected can accept or deny the invitation.
2. One group leader is to be designated in the ARG, they hold two (2) supplemental votes, and the power to decided in case of a tie in a poll. The group leader is a position for life, and is permanent unless a unanimous vote is reached to replace them.
3. The group can create one (1) special proposal per turn, and this proposal must effect the state of agriculture in the country. This proposal can only be created through consensus during a poll within the group. The group can cancel any proposal through the passing of another poll.
4. In order to maintain agricultural integrity, this group is to be separate and unaffected by proposals that do not explicitly effect the group.
5. The first four (4) members of the group are to be as follows: O.Wilde (Minister of Agriculture), hector13 (Minister of Criminality), Dustan Hache (Minister of Health), mcclay (Minister of Security). In addition, the Group Leader is to be O.Wilde (Minister of Agriculture)
6. Second Medical Proposal [Ministry of Health]PASSED BY DEFAULT; FUNDING PROVIDED.
In order to maintain a semblance of medical funding 10,000 Dollars will be moved from any willing Ministry to the Ministry of health's budget. This funding will be used to restart medical training and care for the existing and overwhelming numbers of sick and injured. For this proposal, it is assumed that supporting it is counted as a donation, and the amount donated should be listed following the mark. At a minimum, 6000 Dollars are Required to keep the current facilities and staff funded.
7. Amnesty Proposal [Ministry of Criminality]PASSED
Temporary non-violent crime amnesty: in order to acquire funds to pay for our new government, we should allow non-violent criminals to pay their way out of a conviction for five turns, at a minimum of $2,000 per offense. This will allow us to pay for one police officer to remain above the poverty line per payment.
Financial crime (fraud and the like) will require a minimum payment of 50% of the the proceeds acquired through the crime, but with a minimum of $2,000.
Violent criminals who have also performed non-violent crimes may pay for amnesty of the non-violent crimes, but will still be prosecuted for the violent ones.
8. Establishment of the Provisional Treasury [Ministry of Corruption and Graft]PROPOSAL RETRACTED
All former Government Assets (Money, Money-Producing Assets and everything thats otherwise useless but is worth money) are to be pooled therein. The Provisional Treasury will be headed by an Executive Committee of Three Ministers who will have the sole right of raising and lowering Taxes, as well as establishing new ones and abolishing old ones. All Financial Assets of the Revolution and the Government will be at their disposal.
The Provisional Treasury will be thus be responsible for a smooth working Treasury Department until a dedicated Ministry can be established.

9. National Bureau of Statistics [Ministry of Engineering]PASSED
A National Bureau of Statistics should be created, using if possible any equivalent organisation of the old government as a base. They shall not come under the control of any single ministry but should carry out any survey or statistics-based tasks ministries ask them to carry out; their first task should be the completion of a national census of the population. The Ministry shall be allocated a reasonable starting budget which should be given out of income gained through taxation before the remainder is divided among the Ministries.
10. Create a new branch of the Code of Government for National Defense and Emergency of Apland [Ministry of Advanced Defense]PASSED
National Defense and Emergency Law - This law sets out national defense procedures and environmental emergency which will be carried out in each corresponding acts.
War Act:
(1)This act set out military role when it comes to war which will use be used in the event of civil uprising, insurgency, armed invasion by neighboring countries.
(2)The military will be given free authority to fight national enemy who the government have declared in act of war or national threat.
(3)For war to be declared a majority vote must be passed by all ministers of government.
Conscription Act:
(1)This act enforces conscription on males and females between ages of 16-30, each conscript will role in either one of three combat divisions and serve for three years. If they wish to stay on they can form a contract with ministry of defense.
(2)This act does not apply too those who have already served once, are disabled or to those in government or private employment.
(3)All members of ministry can vote to suspend this act and can then enact it when needed.
Environmental Emergency Act:
(1)This act sets out the military role in event of environmental emergency is needed.
(2)The ministry of Agriculture can enact this act giving them control over parts of Air corps and Navy to assist in national disasters and to enforce fishery policy and search for missing animals.
(3)This act will be temporary halted when environmental emergency operation is over.
(4)In the event of funding shortage for ministry of Agriculture while this act is enacted the ministry can request funds from Ministry of Defense.
Interior Act:
(1)This act sets out the military role in event of security operations is needed.
(2)The Ministry of Security may enact this act to employ soldiers under it's command for financial needs, such as cash transports.
(3)The Ministry of Criminality may enact this act to dispatch soldiers in event of prisoner transfer, prison escape or quelling large scale riots.
(4)All Ministers can enact this act to be provided small force of soldiers for bodyguard duties, public events.
(5)If war is declared then this act may be deemed suspended till war is no longer in effect.
Search and Rescue Act:
(1)This act sets out the military role in event of search and rescue operation is enacted.
(2)The ministry of Health can enact this act giving them control over parts of Air corps and Navy to assist in medical search and rescues.
(3)This act will be temporary halted when search and rescue operation is over.
(4)In the event of funding shortage for ministry of Health while this act is enacted the ministry can request funds from Ministry of Defense.
11. A proposal for the Ministry of Knowledge to be established has been suggested, to be led by the revolutionary army member TheBiggerFish. More than half of all active ministries must support this proposal for it to pass.

13. Budget Act [Ministry of Truth]PASSED
The Ministry of Graft and Corruption will be provided with all collected tax income and will execute redistribution of all collected tax income for as long as its minister holds the title of Executor. The Minister of Graft and Corruption will initially hold the title of Executor.
If at any time more than two ministries believe that the Minister of Graft and Corruption or other current Executor is not correctly redistributing wealth, a new Executor may be voted on to replace the Minister of Graft and Corruption or other current Executor in receiving and redistributing tax income. Any other minister that receives a majority of votes during this period (out of all votes cast) will be selected as the new Executor.
The Executor may call for a vote to alter these percentages at any time, at which point all ministries may propose and vote on new percentages. Any redistribution proposal that receives at least 3/5 support of all voting ministries during that period will be made law and replace the percentages listed below.

National Tax Levy Law - This law is set out ensure reasonable income is secure for government usage, it is subject to certain exemptions and will effect national and foreign corporative bodies and citizen of Apland.
Excise Act:
(1)This act sets additional tax on certain goods which are categorized as Mineral oils, Tobacco, Alcohol and Luxury goods such as below.
(1a)Mineral oils such as petroleum oil, liquid oil and such will have 10% tax added onto sale.
(1b)Tobacco and tobacco based products will have 5% tax added onto sale.
(1c)Alcohol and Alcoholic beverages will have 5% tax added onto sale.
(1d)Luxury goods are to be taxed at 5%.
Stamp Duty Act:
(1)Stamp duty is tax which taxes transfer and purchasing of property or shares and stock such as below.
(1a)Residential property buyers - first time property buyers are exempt, this is paid at 1% of the first 100,000$, and excess over 100,000$ is paid at 2%.
(1b)Non-residential property buyers - 0% is paid for property under value of 10,000$ while rising to 6% for transactions over 80,000$.
(1c)Stamp duty is also paid on transfer of shares and stock at 1% except for paper-backed transfer where consideration is 1000$ or less.
Motor Act:
(1)All vehicles are required to tax disc, to ensure that they are properly taxed, when tax is paid a updated disc is provided which will be inserted into front of vehicle.
(2)This tax insures the registered motorized and is able to be paid in three methods.
(2a)30$ per every three months.
(2b)55$ per every six months.
(2c)105$ per year.
This law is set out to provide government with taxation to ensure proper budget can be maintained and services can be carried out, tax collected is to be distributed between each ministry budget.
