The Ministry of Education moves into some old government buildings, hires a staff, uses said staff to asses the shutdown education centers.
The Ministry of Education starts investigating the possibility of a re-education program for those that dissent with the government in a destructive manner

Dear Minister of Truth and other Ministers,

The loss of our brave men is sad, however the loyalist threat is very concerning, they have mortars, tanks and maybe other weaponary. All we have are weapons from the Great war. The thing is our troops morale is low, they are undisciplined and not trained. I have no idea how long we can ignore the threat as they could launch incursions. My main thoughts are we need to make the threat out to be as big as possible, to have everyone rally behind. Enacting conscription might help but desertation our coup could occur if not careful.

At best is we need well armed, trained and highly motivated soldiers to fight this threat but it would be helpful for other ministers to come up with ideas to allieve this problem.

Dear Minister of Advanced Defence,

Palushka may be willing to contribute troops in return for a defensive pact, which would be burdensome for us, and Trebon may be willing to loan a portion of its army in return for spoils or other concessions.  If you believe the costs are worth it, I can contact these countries.

I would also be prepared to offer some troops, but sadly they are very untrained and under equipped at the moment.  We may be able to field additional volunteers (rather than enact a conscription) with a national campaign in The People's Paper, and that would also address our unemployment issue.

There's also the possibility of large scale arms and tank imports from Trebon, which I would be happy to facilitate.

A national campaign would be indeed a good idea to rally volunteers and support. Our soldiers could do with training course and Barracks to help provide needed morale and training, which would cost around $10,000 - $15,000, any other help be much appeticed.

Notably, we are running a surplus through taxation alone, and will hopefully continue to do so if the Ministry of Finance expands tax collection activities in line with the growth of the other ministries.

If I understand your request correctly, you'd like us to set up a postal code and address system. To my thinking, before we can set up a coherent system, we need something I've been working toward, admittedly not very hard, since I came into office. We need accurate maps, both of the cities and the nation as a whole. This week I am hiring more scouts to put together a national map. In the capital, I will have my constables attempt to create a map, though it may not be perfect and it may take more than one week to finish. However, you will as much support as we can provide.

I agree just having the capital mapped and given postal codes for now would work as it allow for capital to have postage and deliveryies work. I will have my postal masters assist in this by sectoring off areas under different zipcodes.
