You're being provided with tax collectors and auditors, and are starting with $9,000. 

The byzantine budget act is already outdated, so you may or may not want to take a look at fixing that.  There is some unrest related to unemployment and low wages.

I would ask why fire can burn two men to death without getting hot enough to burn a book, but then I read "INEXTINGUISHABLE RUNNING KAMIKAZE RADIOACTIVE FLAMING ZOMBIE" and realized that logic, reason, and physics are all occupied with crying in the corner right now.

I think it overlaps a bit too much with the Ministry of Criminality.
I did say all the good ones were taken. I guess I'll think about taking the inactive ministry or wait until someone leaves.

Could be Ministry of Environment, they generally deal with rural development, planning zones, forestry, fishery&marines, air quality, animals and their health, dealing with local elections.

Or Ministry of Commerce and Industrious, dealing with creating innovation, running assembly lines for making products setting business laws etc.?

Plus if Liberonscien doesn't make any actions in one or two turns you could possibly take over his Ministry of Education.

Edit: For one ministry no sure if sub ministers are allowed or not?

I'm not in a rush. It's just a game. Best case scenario is that Liber doesn't want to play/goes inactive and I replace him; worse/st case is I think hard and make my own or grab Labour-Commerce. Just going off of my interests, I'd be best in justice/law, defence, education, health, science, energy. While I wait for Liber to do whatever he's going to, I'll think about the other two options.
