Command the Dragons to establish a capital city within the shaft, named Drakholme. They are also to begin construction on a system for traders to move between the two worlds, probably something with pulley's and weights. And of course set up a tolls system to travel through the shaft once the system is completed. Command them to conquer nearby groups of sophonts through whatever means. If they are for some reason reluctant to obey my commands, threaten confiscation of their hoards.
