Some people want the garuntee that they get a certain role. 2 roles will do that fine.

Whoa whoa whoa, we're allowed to demand you give us certain ones of the roles we submit?

If you only submitted 2 roles, then you are guaranteed to get those roles. If you submitted more than two, then the two you get that are for sure roles YOU submitted are random from that list you submitted. Less roles submitted means you're more likely to get the roles you wanted. More roles submitted means more craziness, and more chances to submit "negative" roles to stick other people with, but also more chance to shoot yourself in the foot if you choose to submit that kind of role.

Well, you could try demanding. It wouldn't do anything, baring any rules-changing shenanigans in some of the roles, but you knew that already.
