You have to make the magic system first.
The ability to shape shift is magic. The world is magic. There are gods and the gods have what amounts to magic. You most certainly do not. My point is that it is a fantasy setting.

Shapeshifting is biology.
The world is physics.
We are Gods and Gods have things beyond magic.

Fantasy settings don't mean that everything is magic. Physics/biology differences can be found even in sci-fi settings. Its not like you haven't ever heard of a shapeshifter (The Thing) from a non-magical setting.

Speaking of magic and science, it will be interesting to see how the tech levels compete and intertwine. Right now, most of the magic isn't really lending itself well to magitech type things. The Magic Level seems to be one step higher than the mundane tech level, what that means on a practical level is yet to be seen.

The way I see it, shape shifting is toying with the fundamental forces of creation. Hence why it's limited to agents and gods.
