I think it's less that he's forgotten about it and more that he's laaaaaaazy.

Plus in larger games like this, it's easy to not have a good sense of how many actions are in, which interferes with your Time For A Turn! bell.

Also we only have 8/11 actions, and one of the missing ones is a ruler.
