No problem. I even thought of a more simple formula that gets you the same results. It is so obvious in hindsight.

Population is increased by ((POP*0.5)-(POP*0.25)).
If the race has developer, multiply the pop increase after that by 2. If they have double developer, multiply by 3.

Construction is how long and how Complex it is to get something standing, For example it takes longer to build a City then it takes to build a Hut. another example is that it's harder to build an apartment building with Lava Plumbing then it is to build that same simple hut from before.
