More of an insidious, morally-dubious GPS that uses possibly unethical magic to steer people away from potential sources of harm and altering their social interactions without them ever knowing, all in a complicated scheme to reduce the chances of them getting hurt and thereby minimizing the amount of actual work they need to do.

And yes, I literally just recycled that from a setting of mine. Although in that setting, it's more maximizing the chances of people getting hurt. And with the occasional orbital strike thrown in for encouragement.
