It helps a ton that in this version, marksdwarves will actually both use a training barracks as well as a shooting range. You can assign both to your ranged squad, and it works fine. They actually level combat skills now. Don't forget to give them a shield early.
This is actually the first version where I can't get them to use the archery targets.

Weird. Did you accidentally forget to set the shooting direction right?
That was it exactly. They're still not using them as much as they used to but at least the things are surrounded by broken bolts now.

I thought dwarves from high ground were able to shoot anything, many or infinitely, z levels below them. But can't shoot anything above them very far.

My understanding, without any firm evidence, is marksdwarves can shoot at anything they can see.  And they can see 20 tiles away, using a 3-dimensional Pythogorean distance calculation.  So if the monster is 10 Z-levels down, then it needs to be pretty close on the X- and Y-axes.

Also, a marksdwarf can't shoot "straight down" (or nearly straight down) in a setup like this:

The dwarf is on a constructed floor 1 Z-level up, adjacent to a Fortification which is on top of a wall.  The goblin is next to the wall.  The dwarf cannot shoot the goblin.  The goblin has to take a step back from the wall to be in range.

So, if that's your design, consider digging an air moat (or a magma moat if you're fancy, but water moats are not a great idea) to prevent the goblins from approaching all the way up to the wall.
