I did some... very basic edits with paint.net... It's not superb but it'll work for a mugshot.

That is some very bright hair.

I'll be honest, I'd prefer slightly more muted tones than lava or bubblegum pink or whatever.
Atmosphere and all that.

I'm working on that actually. The FULL plan is to get the hair a bit different and change the color of the clothes a bit. I was throwing it up just to fulfill the rules.

You did actually quite well. When it comes to shading though, you need more shade difference between the three hues. Try using the 'darkest' shade as the middle one and then make a new 'darkest' red for that hair.

I find for hair color it's usually easiest to just copy the color scheme of a character from the same game's hair.

I just sorta... Selected the whole hair and tinted it. Your idea might work better. I was about to post a new version but I'm gonna give that a shot first.
