barrel and bins in stockpiles

Was just hoping someone could explain something to me.  It really annoys me when I set a stockpile to accept either bins or barrels and there is always one of them(always first slot maybe?) that remains empty.  Seems like a waste of a bin/barrel and drives me crazy!!!

If it's a food pile, then nothing stored in it is suitable to be stored in bins. If it's not a food pile, than anything stored in it that is suitable for storage containers isn't suitable for barrels. Trust me, you're not losing out on anything.

unfortunately it is in all stockpiles I find.  There will always be an empty bin/barrel, and I also apologize as I am finding references (of course now) of people asking about this in the past.  Guess it has always been an issue.  I can deal with it. :(

They put a container there so that there will be one ready when they go to store something in the stockpile.  It's not wasted, and if the stockpile fills up, that container will be filled up, too.

The alternative, which I have seen happen, is for the dwarves to take their items to an empty container in the empty container stockpile, fill it up there, and then bring it to the food/whatever stockpile.  With food, especially, this is worrying, because the food is laying in a non-food stockpile for an indefinite period of time.

I know which option I would prefer to see.
