Still op. I'm not sure what you're going for, but an extra 16 damage to pretty much all Grimm is not balanced at all. Here's some good alternatives to this Gary Sue shit:
 EXPLOSIVE RAGE: Gregory deals [STRENGTH] extra damage against Grimm. Everytime an ally is hit in one turn, Gregory gains +2 damage the next turn.
 SELF-DESTRUCTIVE: When disarmed, Gregory deals 8 extra damage but takes 1/2 damage when he successfully lands an attack.

Destruction-Infusion: When Gregory's semblance is active, he deals +2 attack damage for every enemy. He can also consume dust to temporarily gain its effects depending on the type of dust used.

I could give Lifeline a low passive healing rate for as long as Fontanne is in contact with a tangible amount of water?
Yeah. +2 Aura a turn when doused, +4 when submerged?

Yes, I like this idea too. A semi-tank, sort of.

Kinda. She is fragile at the moment but after a few level-ups will certainly be able to take a few hits. Which is good, because she is complete crap in melee and so will eventually need to hold out while her teammates come to assist. Unless there's no penalties for ranged attacks against someone besides you of course.

Also, two last things:
Her primary role is obviously Sniper. But what about her second one? Mayby Support since she's good with dust? However dust works.
For the single/big shot mode on her weapon, what would I use to balance out a small~medium AoE? Would spending an earlier turn to set it up work?
Support would work.

+2 damage and medium aoe works, kinda like Sienna's launcher mode. Either that, or setting up and +4 damage and aoe, since thats a pretty big drawback.

I just noted all those things?

I kinda figured along the lines of HP being regenned so long as water is deliberately applied to the injury -- Lifeline is based off of the tiltjet treatment :v

Better, but the +1 damage from your trait gives a flat +1 to the roll, not an extra dice of damage.

Ah, HP? Okay, how about 4 a turn with water, as well as the ability to reenter combat at 8 HP, even after downed. A sort of second wind?

Alright, I think I'm done with Rose's stats. Hopefully. Very hopefully. She can't do shit in melee and has a bit of a glass jaw, but when you need someone pumped full of shot Rose is your woman. Also she can shoot her rifle very well. No regrets.
