Alright, I like naval support. +1.
On production, I think our only real option is to get as many of the new cannon out on the field as we possibly can. Remember that we won't know if we've successfully stolen the plans for the ship until the actual turn gets put up, so we won't be able to incorporate the new transports into this turn's strategy regardless of the outcome of the espionage roll.
tl;dr: finish off Fort Combe and defend Bradford this turn.
Securing the rest of Fort Combe's territory and taking Fort Alton are both important goals, but we don't want to dedicate troops that would be needed to counter the Monarchy's advances toward Bradford or Montgomery. We're still holding onto captured territory on the western side of the island though, so even if they do mount a successful attack along those lines all we've really lost is some mostly useless occupied territory. Near Bradford, they're right up against our core territories and much too close for comfort. They seem to know that too, and probably don't want to give the Loyalists more coastline to attack. Fort Combe's remnants are in complete disarray though, and they probably know that too. I think we can expect the Monarchy to try to fill the vacuum in what remains of their territory.
So that leaves us with 4 immediately actionable strategic objectives: expand our gains near Port Silver, counterattack at Bradford, mop up Fort Combe, and capture Fort Alton. Mopping up Fort Combe is time sensitive, the GM has said that after some time they'll join up with us or the Monarchy, mostly the Monarchy, so we need to act soon to deny them that territory. Likewise, while the Monarchy and the Altonites are both encroaching on Bradford, only the Monarchy has an actual shot at taking it. If we push them back though, Altonite attacks can only be directed against us, and we're a harder target in their experience. I think further defense is what's needed there until we can spend the focus phase attacking Alton from both sides, or attacking them and the Monarchy on that front.
