I'm going to abstain from this as I misclicked and had a glimpse of the Monarchy thread.
You're not the only one, i pointed why they had a problem with Wikipdea, So I'll be abstaining as well.

EDIT: Changing vote to Steal the Wagonways
We can just make our own steam engines next turn, and the Wagonways, if we get them, will be useful as a crude guidance system.

Well, steamboat would give us steamtech, but little else. That other ship from the royalists was better. Or the wagonway, for increased logistic.

Or we could try to push the monarchists to the river...

I think we need to at least make a counterattack at Bradford, or increase our defenses there. On top of what Fort Alton took, the monarchists gained a lot of ground over there and if it's them that stole the Victoria we'll need to make an effort to halt their advance before they can threaten our supplies. Fort Combe is also only a turn away from falling, and we don't want to give them an opportunity to push us back or continue harassing our rear lines while we're busy with someone else. I'd say we should Try to capture Fort Combe, and counterattack the Monarchists at Bradford.

Try to capture Fort Combe, and go defensive in bradford area both against monarchists and the independent faction

Is there a point to ever having a defensive focus? I guess that if two factions have offensive focus in one area, it cancel each other anyway.

I would guess that a defensive focus grants combat bonuses and is cheaper, so you are considered to have lost fewer resources. So, umm, the same or slightly better combat bonuses than a focus, but trading in the advancement bonus for a production bonus?
