Breechloading cannon existed from the late 14th century according to wiki. I agree that our artillery will become more efficient with the introduction of shells, but I don't think the round rolling out one end of the cannon will be a big problem. For a small cannon like we're discussing, it will be possible to hold the ball and charge to keep them from rolling out the back fairly easily, and if it rolls out the front we have problems that have nothing to do with the cannon being breechloading.

Early Breechloaders uses a metal "cup" to hold the charge and projectile. The cup is then wedged to press against the barrel and thus formed the breech.

The rate of fire is relatively rapid, much better than equivalent muzzleloaders. However, working pressure is much lower, so overall range and power is low.

Is it like a streetcar?
No it basically a train powered by steam, a streetcar is those trams found in cities for that travel between roads and is isnt used till 1880s

Required infrastructure would be built up over the turn before it is introduced, so that part (in this case, tracks) is effectively free.

Like before, no, steam locomotives have the same issue as steam boats; too heavy. The reason we were talking about cable cars is because the engine doesn't have to carry its own weight.
