They probally wont be able to steal/destroy every copy of the plans, worst case is that they get the plans themselves, but they will still have to deal with the cost of it, unless they decide to shove their focus on it aswell, which they probably wont do.

Fair enough, then yes we should steal their technology to try to get ahead of everyone, Dunwich sounds good.

I'd say focus on improving our coastal defenses, to be more specific. Obviously we can't go full massive fortifications yes, but perhaps we should construct observation posts around the island to provide warning if a naval invasion begins. Then, we can start constructing cannon batteries around the good landing sites, to prevent invasion, eventually expanding them to full forts etc.

I agree with the above post, we should defend our seas and enforce a blockade of sea trade routes, and we should target pirates with our focus points

The alternative would be to launch an offensive and try to conquer the peninsula opposite from New Stratford (7 on the map). In the next turn, we can then fortify the peninsula, giving us a (literal) safe harbour - the equivalent of Calais. We can actually call it New Calais.

On a side note, we got a second action as well, which I'd propose we use to build a seafort between Nelson and Worchester
