Hmm, We're definitely going after the Pirates this turn. If we can clear them out we can have free reign on the seas.

After that I say we focus on defense for now.

I agree with this, except I think that Monarchy has no sea forces to begin with, but that's fine, we can proably remove the obviously non-existent ones.

Both the Confederates and the Monarchy own 1/7th of the sea. The only sea worthy vessels either have are gunboats as well.

The pirates can't be eradicated too soon. They are the only faction which will focus on the sea, and therefore a danger to our rightful domination. Our ship being merely expensive and carrying our new longer range cannons should be enough to win all battles. We need to find 1 more ore and wood however, so they csn be the cheap bulk of our future fleet.

Don't worry about missing out on fighting a faction at sea.  More pirates are always able to invade from outside the map.  It's not like there's a massive wall there preventing them from coming in from the rest of the world.
