Question : Why did the Confederate Victoria become cheaper? They didn't change it nor did they get more resources.

Apparently design that are expensive because of the complexity of their technology become cheaper over time as manufacturer gets more used to it.

What happens now that Fort Combe's been captured? Do they still exist as an actor that's weaker, all their land and tech go to the confederates, or what?

Their forces are still around and will be trying to capture a location to base themselves out of.  The confederates did get one piece of tech from them, but the other requires the defeat of their armies.  Given a short time, the remnants will probably join up with the Monarchy or Ft. Alton.  A couple may head over to the Confederacy, but they will not be as great in number.
