I think it's either architecture, or is bundled with macroeconomy's mercenary units. Possibly both, since there are like four separate engineer units to be built in various buildings.

You should really make a quick test run in SP to see what is where.

I still can't access my other computer ('till tomorrow), and haven't managed to run it on win10.

Anybody has any more ideas on why that is, I'd be glad to hear them.

Turns out there was something wrong with the files I had. Redownloading it all seems to have worked.

Give me a shout if the game tells you that the files don't match - I'm not entirely sure I got it all installed in the correct order, using the correct versions of files.

I still need to be visited by the Ghost of Present Ambiguity and the Ghost of Future Horrible Choices before I properly get the meaning of Zebumas and let my clerk go home early or something.

Gollor earlier proposed:
"Let's discuss colonization rules? I propose that we should pay 10000 for each new fief on a Church-League controlling world, 20 gems for Vau worlds. Leagueheim, Holy Terra and core Vau world are all forbidden to colonize."

Do we wish to subscribe to his idea or continue with 20,000 gp up front and 5,0000 thereafter?
