My only take on is it should be a rule similar to how we use Ministry resources, can't exploit them by selling them but don't worry about using them when building/eating. Don't exploit it by filling your bulk haulers with single resource bins just to block a Ministry Fleet but if you just so happen to get there first and have a decent fleet/invasion force then it would be legitimate. Besides I'm sure by that point House Fleets should be able to handle most of what any Ministry could handle.

I know with the Fleet in hand I'm not trying to block any other Ministry, the only planet that I've kept most of the slots occupied is Stigmata and I think we'll all agree that the Fleet has a good reason to be up there.

Heh, I was not even aware of that ministry space stacks limitation, haven't run into much problems with ministry space stacks in single player. Sure, that's an annoyance, but house rules might be rather hard to formulate and police. Things like unload landed transports leave no room for interpretation.

ooc: so are we going with something along the lines of: it's fine to use ministry ships to block other ministry ships, as long as you don't cheese it out? I.e., if you find yourself loading cargo on ships just for this purpose, you're overstepping the boundary?

I can agree with that. It adds another layer of competition between Ministers in peacetime and in war it forces Houses to not rely on the Fleet or Eye to fight their battles. I like to think of it as the unease Regency forces would experience being ordered to fire on other Imperial ships.

I am afraid this turn will take a lot of time, I am going to do it only in 2-3 days, mostly because I am very busy IRL and also because I also chosen this time to swap to Linux.

Have you tried EotFS with Wine? I am going to setup both os-s in dual boot, but it will be much greater if it will not require me to launch virtual machine or swap systems.

My Win7/Wine EFS experience: Laptop Win7 EFS works, desktop Win7 never managed to make EFS even start, desktop linux/Wine EFS starts but colors are always messed up. Perhaps WineHQs app database has some suggestions.

Was the rule where we need to declare war on AI the turn before actually attacking any of its units just in my imagination? I can actually sneak-attack the AI?

You can sneak attack the AI. I think it was just a dont be cheesy about it and abuse the settlement rule by landing a 20 stack army beforehand.

The only war rule set in stone for the AI was you must stop sinning against them before declaring peace as they will almost always accept. I think it may have been 3 turns of no offensive action?

Also I have no idea if the League will ever accept peace.
