     Does the game force the player to constantly expand his fortress as a matter of survival? Example: migrants coming in, enemy armies laying siege, etc? What happens if I just want to maintain a constant population? What would be the minimum to withstand a siege?
     What is the current record for the longest time a fortress has thrived? Are all fortresses doomed to collapse eventually as a matter of hard-coding?

Expand: No
You can maintain a constant population by setting the population caps. Unless you modify other parameters you won't get sieges unless you reach a population of 80 (black tower excepted; they don't have a population cap). You won't become the mountainhome unless you have a pop of 240 or so (the info is on the wiki).
Minimum to withstand a siege: 1 (just don't fight them with your dwarf, but either use traps or turtle).
Length: Don't know. Probably hundreds of years.
No hardcoded collapse, but gradual FPS loss will make everything move slower and slower.
