As Chartre approaches, he notices something pinkish drop to the ground from Ian's chains.

Immediately, Simuna is behind a nearby turned-over table, supporting her rifle with one hand and a shoulder and deploying the PKP-37 with the other. "What are you, who are you, where am I, and why am I here?!"

He certainly found the pink stuff off, but he thought perhaps it was some sort of residue from Morana's attacks or blood mixed with something? Either way, his first priority was to get these chains off. And as such, he put his blade under the chain and tried to break Ian's bonds.

Chrte would find that  the pink thing seems to be the bones of  an arm, freshly stripped of flesh. He's given little time to consider this fact before a searing pain quickly brushes his arm. If he were paying attention he would note that it came in time with one of Ian's lethargic struggles.
