((There's a difference. Frisk is a kid with toys and kitchen implements for most of the game.

ENG is a trained soldier who will almost never die and has fought for years. Papyrus is mentioned to be a trainee Royal Guard and has probably never actually fought a proper, murderous opponent before the game's events, IIRC.

The only reason he doesn't oneshot kill anyone is because he doesn't even have a proper weapon for most of the game.))

(Only if ENG was actually trying to kill him. He's going for the non lethal approach first.)

(genocide frisk is possessed by chara, and still only two-hits most enemies. also, by the time he does get the knife, there's no reason to use it, so...)

I could go on about this (Mio should logically be stronger than everyone else bar ItE because the Vertex she kills can kill gods, for instance) but we can assume that for convenience, unless noted, things from other universes don't apply.))
