To anyone who couldn't see Stands, nothing would seem to happen. But Asuka immediately starts running at an incredible speed in the direction Penelope seems to be heading.

"Money. They get money from the government to build defenses and train people how to react to a supervillain attack."

Well, they still need to run the city. You still need to put money into education, healthcare, sanitation....I mean, they could theoretically put more money into fighting off supervillains, but then people's lives would badly suffer anyway. That's part of why the Union exists; to shoulder the burden.

"Well, yeah! And only people with Stands can see Stands! Do you have one?" A blue, skeletal figure with a metallic skull, spikes for eyes and an arrow imprint on its forehead appears behind Idou - Mint Gale Requiem.

Anyway. How many people do we have, minus the three who went on the job and Asuka?"

[SOLDIER First]

"Oh.."

Yes. I don't really use it for much else except getting to work."
