Consider all factories that could fit the machinery and have a sewer that can fit people not crawling inside, or a cave.

Also, what about security camera footage?

That's still hundreds of factories in the same part of the city. Without an actual visit to the sewers or caves, it won't help too much.

As for security camera footage.....the ones he can find are on this world's equivalent of Youtube and not very helpful in actually fulfilling his search. Mainly because, surprise surprise, they don't leak that kind of stuff into public view without a good reason.
