The Primordial allows this, though where the Primordial actually is is sometimes a bit questionable. Extra-dimensional movement and stuff is confusing.

When the party moves in, the world seems, for a few moments, normal. And then it goes weird; all the light seems to leave the area. The walls seem to be warped, not normal- it hurts one's eyes to look at them too long. And the sky is some mix of purple and green. One doesn't need to be told that they have left Earth. The party hears Kasumi's voice in their heads. "You're in... alright. Head forward for a bit. Kenji should be nearby." As if on cue, the sound of loud crashes and gunfire echoes further down the alley.

Mio cracks her knuckle and moves quickly down towards the gunfire.

Alanis puts up a Kinetic Shell around herself.

ITE heads on with the rest of the party, feeling out/looking around and preparing herself for the imminent engagement.
She doesn't seem too bothered by the strangeness of the world. She already operates on pretty strange levels after all.
