CONSIDERING THAT'S WHAT THE BELT IS FOR, YES, YOU CAN
The Belts have pre-assigned stat bonuses and skills, as seen with Penelope's sheet. Furthermore, you can just ignore the skills and treat the transformation as more or less an extra piece of armour. :P
i thought that was just penelope's

Which is probably why we're only getting one or maybe two?

Also, for the Personas that will be loot, should I make it so that anyone who isn't a natural Persona user (I.E. Not Kenji or Sachi) need to actively control the Persona, so it's less "free damage" and "free healbot" and the like?

Yes. The problem is, I determine what skills you get from the belt. And the stats they buff. Oh, and you actually need to transform to use the given skills, which takes a turn.

I consider the summons like, say, Mint Gale, to be passively controlled. As in, the user can take their own action separate of the summon. Active control would be that the user actually needs to take the turn to use the ability.

Because again, if that's not the case, you get free damage, free buffs, free heals, etc.. Of course if Elf is fine with them just being normal summons, then that's another case.
