A flat (current CON*level) bonus, recalculated on leveling up, makes more sense anyway...?

Let me overrule that, since I've realised this makes no sense whatsoever.
USEC, you can put on your party hat now :P

Is there any particular reason for not using flat scaling, such as CON*Level or (CON+Level)*Constant? Or was it an arbitrary choice?

i always thought the new characters would always get an unfair advantage concerning hp because they can always say "oh yeah, this character totally put 5 points into con at the beginning and increased it by one every level"

I'm not the one who decided that part of the system, Sanure did. If it's sufficiently controversial, I'll include it in the OP rewrite I'm doing now.

Okay, while I am completely in favor of the chances, you might want to consider taking some parts of DEX and giving it to other stats. Because right now it handles dodging, initiative, ranged damage and can be used for damage reduction with the right Actions.

why not make accuracy a stat and give it ranged damage and the ability to remove a very minuscule part away from the target's dodge chance

1. Dodging when dodging is a thing. It normally really isn't a thing unless you have the Perks/Actions for it.
2. Meh, EVERY stat can be used for damage reduction with the right Actions.

Quick! Twin! Give Anna reflavored copies of Parry Dodge Block substituting DEX for CON in one, and STR in the other! Tank everything! :P

And is fairly common. Apparently common enough for there to be a few undodgeable non-AoE attacks.

RES is her highest stat though, so any blocking that doesn't use RES is pointless.

Also I see no reason why people keep putting guaranteed hit attacks when again, dodging is not a thing in this system.

I don't get where people need to define it as undodgeable if the normal state of affairs prevents you from dodging in the first place unless you have a specific Action or Perk allowing you to avoid being hit.

The only two arcs where there were any opportunities to dodge were the Undertale fight against Gaster (which was a grid-based combat and therefore just moving a grid up was dodging) and the Shinju Arc (where the bosses had miss chances on their abilities).

Not quite, Parry Dodge Block doesn't replace RES rolls. They subtract from raw damage point for point before the RES roll.

It's usually paired up with another effect. Such as Hikari's Trueshot dealing additional damage if a block/dodge isn't used and Penelope's Sharpshooter boosting damage.
