Because it's literally the physics of the situation?  Electricity is magnetism 90 degrees away, heat is infrared light, and I actually don't really know about Kinetic Shell vs. Kinetic Slam except that they're both applications of force, but one is reaction instead of action?

What else did you say is a pair of actions?

The only character with two action sets thus far are Mio and Shirogane. Mio's are less actual actions and more skills upgraded by her Mankai. Shiro's trades two different sets of skills and is more akin to a form change.

But this is like saying that a slash with a sword to the ankle and a stab with it to the eye are the same attack. The same physics and objects or forces may be involved, but they are far different in how they are being used.

Those three were the only ones. I forgot I had you remove Wormhole.

As for not having used them, Might be best to remove the parts you don't use. That way it's less clutter and more easily read.
