Maybe, but at level six she takes 90% less damage as a move without needing to have it activated, has twice the diplo bonus that Ian has and it's only a level two move AND it applies to everything, Is pretty much immune to poison, falling, radiation, burning (how that even works I'll never know), mind control, survives for twice the amount of turns that everyone else does, resists magnetism, electricity, and FUCKING GUN FIRE, and has 1.5x damage with melee weapons at all times along with +5 to any strength roll.

- Her diplo bonus only works on civilians. So it won't work on criminals, won't work on officials, won't work on anyone actually important unless they happen to BE civilians who are not otherwise criminals, government officials, superheroes, etc.
- Ian survives as long as she does, actually, with Phazon Survivor.
- x1.2. And her other boost roll doesn't stack with her base boost, which only applies to melee weapons (so if she picks up a gun, no damage boost) And when the shit are we going to use a Strength Roll?
- There is a very good spoileriffic reason why Penelope has so many immunities and I'm not obligated to go tell you what it is right now. I've spoken with San about it.
- Also, there's a HELL OF A LOT OF OTHER DAMAGE TYPES she's vulnerable to. Mio could just punch her in the face and she'd curl over instantly, Sandra can actually kill her with Fleshlance and so forth. Hell, most of the protagonists can actually hurt her anyway, let alone most of our enemies.
- Furthermore, everyone's gotten four or so loot drops by the time Penelope joins. I HAVE to make her strong for level 6 or she looks shitty in comparison.

So, for various reasons, Penelope makes sense. She's a little powerful, but considering we have the likes of Chryssa and Mio, she's not that strong.
