What about a Metal Wolf Chaos-style plot then? Just put a bunch of random politicians in combat exoskeletons and make them completely over the top.

I'd imagine anything that neatly cauterizes wounds rather than letting people just bleed out and succumb to shock or violently exploding their flesh would be pretty hard to use in the first place as an actual combat tool.
