Part of the intent of the plot was to level out the field. Presumably, by the end of it, levels and loot should help. If not, well, then I can't do much else.

Yes you can, you're half of the people in charge of it. I'll even give you an idea to start you off. Have people remove on level up effects and subtract the points they gained from them.

Plus, if I -1 an idea, you +1-ing it would just equalize it anyway, in SG logic. You gotta -1 it too.
