Are all done within this games system, for example, someone could make the exact same abilities of anyone else and make them different just be flavoring.

Monsters don't necessarily have to enter SOUL combat themselves. Sans can dodge the player's attacks and Asgore has been hinted to have been able to dodge, or something like that.

Those aren't styles of combat. Those are character inherent abilities. And if you're insisting on faith to universes, the game might as well be about Mio, ItE and possibly Motya and Garnt going around and killing the Trespassers while everyone else handles the mooks, simply because they're all on wholly different levels of strength from everyone else in their own universes.

Going out on a limb here and assuming that their usage doesn't depend much on the target.

Attacking someone's soul on the other hand does. After all, what a soul is varies between settings. Hell, some settings might not even have souls in the first place.
