Extant such perks:
Mio's Hero of the Shinju: Grants her the action Mankai, which can't be upgraded by leveling up and needs a wait time and has a total of eight turns cooldown.
Garnt's Warrior of Sunlight: Grants Garnt a reservoir of spells that have limited use per fight.
Gozer/Dackly's Our Power is Twofold: A second basic attack/defend action, which isn't as strong as an outright second action per level.

All of those were allow since they only applied once and not every level up :I

Mio's had a severe downside, but was a unique action.
Garnt's were unique actions that have a use limit.
G&D's are a second basic attack and basic defend action.

All were fine.

A perk that grants additional actions (ranging from 2 and up) per level up is a no. :I

Upgrade! 3: Like the previous ability, but adds an additional 1 to every upgrade parameter.
Take 10: Tinkmaster can spend additional time in creating something to improve the final construction overall; usually out of combat. When used in combat, a craft instead takes 2 turns to make but has Upgrade! applied to it, as well as automatically succeeding unless hindered.
