Mostly that is to stop super obscure stuff from flooding the setting, like those weird card games on steam that have like 5000 players total and aren't even that good, or stuff like the 100000 Videogame card games from dilluting the core theme.  If it is cool enough, you can Anumu it into something like "It's strong even though it isn't!" and reck a fool with your beyblade or Digimon cards.
