this makes sense

not that I think the legendary re-entry's "holy fucking shit" value will be forgotten with time or that it's the only reason those characters are/would be popular, but still

Precedent is Heroic Barrage which also only deals damage on Turn 6 at the earliest, takes less RES into account (ignores Armor, while this just has one attack rather than a multi-attack), and has a 5 Turn cooldown. Yes that one has a 30% RES penalty, but it also has conditional instant death. The fact that dispellation can mitigate damage from this, the fact that the enemy will know exactly when it hits and who it hits, five turns in advance, and the fact that this one requires an entire Perk Slot to even use should more than make up for that. The 5 Timebomb Stacks at Level 1 is more of an absolute minimum.
Precedent negated. Heroic Barrage was reverted already.
Still a Precedent though since both Actions are still Attacks that can only hit on Turn 6 at the earliest, have 5 Turn Cooldown, and deal damage with some degree of RES negation (armor pierce vs. burst damage).

Heroic Barrage has the drawback of 30% RES reduction. Timebomb has the drawback that everyone knows exactly when and who it will hit, its damage can be pre-emptively reduced with Dispel Actions, and it takes up an entire Perk Slot.

Oh and it should be unaffected by both buffs and debuffs on the user (less for making it more or less useful, and more because I don't think anyone would want to keep track of what buffs/debuffs/damage-boosts were on the user).

Is that acceptable? If so, how many Timebomb Stacks should it apply at Level 1?
