Ah, sorry, I misunderstood. Okay, in that case, let's just see? Take a PC, scale them up to Level 20, see if everyone else is fine with it.
The following assumes her Stat Point and Action Point expenditure remains the same (with Level 1 Actions counting as not having any expenditure since no further points are invested into them), ignores her new Perk slots, no equipment changes, and that all Action upgrades are exactly the same and work linearly. So this is a very, very rough picture of what you'll be working with:
Name: Mio Honda
Age: 17
Gender: Cis
Race: Human
Sex: Female
Appearance: Literally just Mio in a Chauffeur's uniform
Personality: Quiet, but determined. Mio has taken to her duty to protect the world and her friends from the onslaught of Vertex; now that the Vertex have been replaced with the Trespassers, she is no less fervent in her aim to protect what she loves.
Level: 20
HP: 335
Init: 48+1d20
Stats: 94/94 Points.
Constitution: 7*(94/28) = 17 [17]
Dexterity: 10*(94/28) = 25 [48]
Intelligence: 6*(94/28) = 15 [15]
Resistance: 5*(94/28) = 12 [34]
Strength: 10*(94/28) = 25 [48]
Synergy: 0*(94/28) = 0 [3]
Perks:
Hero of the Shinju: Mio was chosen by the Shinju, the gods who protect her world, as a Hero, protectress of the world armed with magic to fight the hordes of the Vertex. This perk grants access to the unique Action ‘Mankai', which does not take up an Action slot, and allows Mio to take an extra Fairy instead of levelling up her Actions or taking a new Perk every five levels. Mio is limited to six Fairies: the limit increases by one every time Mio takes a new skill. Mio is also immune to poisons outside of battle, can breathe in space or water, and can fly while in the Jukai, simply leaping high in other areas.
Try Not To Give Up!: As a member of her school’s Hero Club, Mio adheres heavily to the five tenets of the Club, including the third one. Mio can, once per fight, if sent to 0 HP, resurrect instantly at half health with Mankai activated. However, once this Mankai runs out, Mio is instantly paralyzed for two turns from sheer fatigue, in addition to the usual effects of the Sange.
Zealot: Mio believes fervently in her cause, and will fight for justice and good no matter what. 20% resistance to mental effects (confusion, charm, etc).
Veteran Hero: Mio may be not be the most powerful, nor the one with most potential, but she possesses skill and experience even her fellow Heroes lack. Mio gains x1.4 to damage with Hero weaponry.
Equipment: Due to the unique nature of this equipment, Mio can only use these in Hero form.

-Magical Surge: +1 STR per level. (+20 STR)

Basic Attack: Hit and Run: Exactly what it says on the tin. (Phys)
Basic Defend: Fairy Barrier: One of Mio’s fairies comes up and protects her from attacks until Mio attacks.
-Masakado: Blocks the first attack targeted at Mio after Fairy Barrier is initiated, and then halves the damage of the rest.
-Yamato-Takeru: Half of the damage dealt to Mio after Fairy Barrier is initiated is returned to the opponent, and then after the first attack, quarter.
Vehicular Manslaughter: Mio delivers a powerful, magically ram to a target. 300% of the Physical damage dealt by Vehicular Manslaughter is added on and dealt as Magical damage after the damage roll. This addition applies even if Magic Charge is activated. Synergy is added to the magic damage Mio does with her attack. (Phys/Mag) [Level 11].
- Mankai: Vehicular Homicide: Mio rams her target and keeps on driving, running them over and hitting them for up to six times with the same effect as Vehicular Manslaughter. However, with many hands comes many opportunities to miss: each Vehicular Manslaughter has a -30% chance of missing. (Phys/Mag) [Level 11]
-Level 1: 50% damage added, 25% miss chance for Vehicular Homicide.
-Level 2: 75% damage added, 15% miss chance for Vehicular Homicide.

-Level 9: 250% damage added, -20% miss chance for Vehicular Homicide.
-Level 10: 275% damage added, -25% miss chance for Vehicular Homicide.
Heavenward Strike: Mio charges her attack with the power to use the enemy's strength against them. Add the enemy's higher attacking stat/2 to Mio's damage before multipliers. If the enemy has equal attacking stats, flip a coin and add whichever stat is picked. This skill counts buffs, but not debuffs, during calculation. (Phys)
- Mankai: Heaven-Piercing Smash: Mio charges her attack with the power to use the enemy's strength against them. Add the enemy's higher attacking stat to Mio's damage before multipliers. If the enemy has equal attacking stats, flip a coin and add whichever stat is picked. However, Mio takes 10% of the damage dealt as recoil; this damage cannot kill Mio, however, only reducing her to 1 health. This skill counts buffs, but not debuffs, during calculation. (Phys)
Piercing Slam: Mio delivers a powerful, shattering blow through the target’s defenses using the driver-side door. This attack ignores a quarter of the target’s RES score, rounded down. If the enemy is attempting to defend against Mio's attack (i.e. through counterattacks or barriers), the action fails and the enemy is dealt x0.8 damage. (Phys)
-Mankai: Shieldcrusher: All six of Mio’s car doors deliver the same shattering attack, ignoring half of the target’s RES score, rounded down. In addition, the attack negates the effects of any armour on the target for one turn. In addition, if the enemy is attempting to use a defense action to block Mio's attack, the action fails and the enemy is hit for x1.5 damage. (Phys)
Fierce Charge: Mio smashes into an enemy, stunning them with the force of the hit. This attack does x4.3 damage. (The enemy is rooted to the spot for one turn and is unable to attack.) (Phys) [Level 8]
-Mankai: Fierce Surge: Mio drifts into her enemy, swinging open the driver-side door right upon impact. The enemy, in addition to being stunned by the force, is made to bleed, dealing 2d32 damage for three turns. This attack does x4.0 damage. (Phys) [Level 8]
-Level 1: x0.8 damage/x1.2 damage, 2d4 bleed.
-Level 2: x1.3 damage/x1.6 damage, 2d8 bleed.
-Level 3: x1.8 damage/x2.0 damage, 2d12 bleed.
-Level 4: x2.3 damage/x2.4 damage, 2d14 bleed.
-Level 5: x2.8 damage/x2.8 damage, 2d20 bleed.
-Level 6: x3.3 damage/x3.2 damage, 2d24 bleed.
-Level 7: x3.8 damage/x3.6 damage, 2d28 bleed.
Heroic Negligence: Mio runs over her foe, reverse back over them and repeats the process several times. If they're a non-boss or miniboss enemy under 25% health, Mio instantly kills them. If they're a boss or miniboss enemy, a non-boss or miniboss enemy above 25% health or otherwise immune to instant kills, roll basic attack damage five times and ignore armour. Mio's RES is reduced by 30% in the turn afterward. Can only be cast every 5 turns and every 5 turns afterwards. (Phys)
-Mankai: Full Blooming Negligence Occasioning in Death: Mio runs over her foe, reverse back over them and repeats the process several more times. If they're a non-boss or miniboss enemy under 35% health, Mio instantly kills them. If they're a boss or miniboss enemy, a non-boss or miniboss enemy above 35% health or otherwise immune to instant kills, roll basic attack damage ten times and ignore armour. Mio's RES is reduced by 30% in the turn afterward. Can only be cast every 5 turns and every 5 turns afterwards. Heroic Negligence and Full Blooming Negligence Occasioning in Death are on the same cooldown timer: if Heroic Negligence has been used, Full Blooming Negligence Occasioning cannot be for five turns, and vice versa. (Phys)
Jolt Counter: Mio counter-attacks an enemy that damaged her last turn, dealing ((Enemy Damage + 1d6)x1.5) damage in response. (Phys)
-Mankai: Goddess Counter: Mio counter-attacks an enemy with all six of her limbs that damaged her last turn, dealing ((Enemy Damage + 3d6) x1.5)). However, Mio's next non-basic, non-Goddess Counter Action does x0.8 damage.
Determined Facade: Has different effects depending on Mio's current status. If Mio is healthy, it only does as much damage as a normal attack. If afflicted with a physical (poison, burning, etc.) status effect, this skill does x5 damage. If Mio is stunned/bound, Mio can use this skill to break out of the stun/bind and damage the opponent for a normal attack, but dealing 0% of her current HP in recoil damage to herself and locking this move for two turns. This does not trigger with the Sange or any other self-inflicted debuffs from Hero actions.[Level 8]
-Mankai:: Will of the Goddess: Has different effects depending on Mio's current status. If Mio is healthy, it only does as much damage as a normal attack. If afflicted with a physical (poison, burning, etc.) status effect, this skill does x4.5 damage. If Mio is stunned/bound, Mio can use this skill to break out of the stun/bind and damage the opponent for a normal attack, but dealing -10% of her current HP in recoil damage to herself and locking this move for two turns. This does not trigger with the Sange or any other self-inflicted debuffs from Hero actions[Level 8]
-Level 1: 1.5x/2x damage under status, 30%/20% recoil from stun-breaking.
-Level 2: 2x/2.5x damage under status, 25%/15% recoil from stun-breaking.
-Level 1: 2.5x/3x damage under status, 20%/10% recoil from stun-breaking.
-Level 1: 3x/3.5x damage under status, 15%/5% recoil from stun-breaking.
-Level 1: 3.5x/4x damage under status, 10%/0% recoil from stun-breaking.
-Level 1: 4x/4.5x damage under status, 5%/-5% recoil from stun-breaking.
-Level 1: 4.5x/5x damage under status, 0%/-10% recoil from stun-breaking.
Unique Action:
- Mankai: By the power of the gods, even magic in its glory can bloom like flowers in spring. Calling upon the power of the Shinju, Mio can temporarily access a mode of immense strength, doubling her Strength, Dexterity and Synergy for five turns, as well as allowing her to access alternate versions of her Actions. Mio must wait five turns or use all of her Actions to activate Mankai. However, once she exits Mankai mode, she immediately gains the Sange status.
- Sange: However, as all flowers bloom, so must they wilt. Mio will exit Mankai mode when she loses 1/2 of her maximum life or five turns have passed. Mio’s Strength, Dexterity, Synergy and Resistance are reduced by 40% for three turns after exiting Mankai mode, and she must wait another five turns or use all of her Actions to reactivate it.
Inventory:
Energy Drink x2: Rather typical energy drink. Does nothing of importance.
Various mundane objects which serve no practical use in battle.
Summons: None.
Other:
Fairies: Ethereal beings who aid the Heroes, sent by the Shinju to protect them in battle. For every new Fairy Mio gains except for her initial Fairy, one of her actions gains an extra effect. Mio can use her Fairies to protect herself from attacks. Mio can only gain an extra Fairy every five levels, and can only take them in lieu of upgrading an action or gaining a new action. She is limited to six Fairies. Her limit of Fairies increases by one per new Action gained.
Current Fairies:
-Masakado: A miniature humanoid, wearing a golden kimono and a kabuki mask, with long silver hair. Two katanas are sheathed at its waist, one on each side. Effect: None.
-Yamato-Takeru: A miniature samurai, wearing traditional samurai armour, with their face entirely hidden by a futuristic visor, with a long black ponytail trailing down the back of its head. On its back is sheathed a nodachi. Effect: Mio gains the upgrade Furor Gauntlets to her Hero Gauntlets.
