I think Shade's system makes some sense.  I'm not sure I like it that much though.

Let's be honest, there are not enough turns in a combat to cap out at more than like, 10 summons at most without most of them dying each turn anyway if they are balanced.

In this case, you know exactly how strong your summon can be, and how many you can have is based on that.

Infinate minion builds would be based on summoning minion clusters with special passives to correlate with that.
