You could opt for something like this:

Parry Dodge Block [Level 3 Passive]: Gain a pool of Ability_Level * DEX points of dodging (30) at the start of each turn. Subtract all damage from this pool, negating point for point.

Maybe with RES instead, and increase its power in exchange for only kicking in while using Block and similar such Actions.

Maybe if there were any real buffers (maybe if post-nerf Alanis went for a Defensive Support Build, but I have a feeling Fish wants her to remain as a Glass Cannon) he could take a Perk or Passive that increases the effects of Defensive Buffs.

How about a Perk or Passive that either increases the effects of healing on him, or which causes all heals to also give him a bit of regen proportional to their initial value?

Block seems like the sort of Action you'd use to protect Glass Cannons most of the time (seeing as Support characters tend to be reasonably durable), you could tack on a Passive or Perk that gives a damage boost to the person he's protecting, that way it's still worth it even if they don't get attacked that turn.

Another option would be to have a Perk or Passive that has a chance of autocasting Juke when Blocking.

Oh and if he won't be attacking much, consider having Trash Talk trigger on getting hit or attacked instead.

also, why not boss-mook battles, Super strong mooks, with no immunities.

I think the main issue is just how damn broken Status Effects are against foes with no immunities, because they're indirect offensive actions with effects that can be boosted by their Action Levels, along with assisting Passive Actions and Perks, making them effective irregardless of stats. I'm honestly surprised that no one's made a tank with Perks and Actions that focus on taking hits and countering with severe stat-independent damage-over-time or incoming-damage-increasing effects. I mean, if it's something that even most bosses won't be resistant to, it'd be pretty damn effective since there aren't even any saving rolls, just bam, enjoy your status effect.
