You could just impose a Self-Similarity constraint on PC-Grade Summons. That is, a character's Summon must be similar in purpose to them. It wouldn't affect any of the previous ones. Aesford and Lynch are both Paladins. Dackly and Gozer are both Pseudo-Support with a focus on Unique Resources. Even Itou and Mint Gale were just Damage Dealers with differing nuances. But Tank Alanis and Arcane Phantasm? Those are pretty much on opposite ends of the spectrum, one being a Tank, the other a Glass Cannon.

And for the record, I've never played a Souls game. Players in basically any game will have ways to figure out strange and dangerous tactics. Like Missile Jousting

Good for him, but he's not exactly the same sort of Summon as say Aesford or Mint Gale. I mean yes, even a Level 5 with 1 Action could be made into a Tank or a Glass Cannon, but they're really not going to be potent enough to warrant imposing Similarity Constraints, because they won't really have enough Actions to string together into any sort of especially durable or damaging effect.
It's probably impossible to prevent all exploits, but we could still ensure that any that do crop up are either anemic, or, like Missile Jousting, fail a good chunk of the time leaving the user with either an explosion to the face or a missile up the rectum.
