On turn 1: 18+6+16 (11*1.5)
30 on turn 1.  RES 11.

I mean, Shirogane's Dual Forms sets an ugly Precedent in my opinion as does Kinetic Shell being so powerful despite being bundled with Kinetic Slam.
I honestly don't think actions that are simultaneously two actions, regardless of justification by realism or not, should be allowed. It basically renders the limit on actions moot if everyone could double their actions with a bit of creativity.

It's an action that basically makes an entirely separate character. So you have two, pretty much. If allowed at all it should be a perk, I think. But you're the GM.

Twin: Precisely. Not only is it powerful, it has two completely unrelated modes. As for Shirogane, it's just a almost identical to Aaron/Seratius's Perk which Elf didn't exactly like.

Well, Transformations are allowed, but I can see what you're getting at. Honestly I was tempted to put a turn limit on it and make it similar to super mode (mios special) but wasn't sure if it needed too or not. Me being the Gm doesn't matter, broken characters get a nerf :P

@Emp, right I was needing to bring that up with elf. I did say Transformations was allowed right?

Edit: I did say transformation was allowed. Check the OP under actions.

I have two. Tourmaline and Shiro. Periw and Citrine are NPCs So again, Not relevant. Or at the very least remember what I said when I first introduced Citrine and Tourmaline :P *is joke because no one remembers that.*

A character who can just change their role at the drop of a hat, is something that can have significant implications for combat and specialisation as a whole.

He certainly didn't seem to like it, I can tell you that. No explicit ruling was made however.

I don't know if it is fair or not. Again, Me being GM doesn't matter when a character is supposed broken, even if it's my character.

Oooh! ooh!

Make transformations a build up thing, so you protect the baby saiyan so he gets a chance to Oozaru in peace, and that is the cost.

So instead of Shouting, glows and an anime cutaway, turning into your alter ego takes like 3 turns with someone volunteering to take your beating while you do the job.

In return, they get a buff for that long, Call it Transformation High, so there is a reason to do it aside from skillset changing.

No, almost forgotten about that actually :P Different matters entirely, back then Precedents hardly mattered, but here, well they're basically unofficial guidelines by which all that follows are compared to.

I don't think it balanced because having two seperate builds is too exploitable. Elf didn't like Digital's Perk which even disallowed Perk-sharing between forms. Plus it also means more work, since whenever they level up they'd have ability and stat points for each form to distribute.
