He pauses in one particular spot, producing a note from his pocket and surreptitiously placing it on a particular end table all servants knew to avoid touching or looking at. The message is encrypted, but easy enough to crack if one knows the general rule of ciphering.

Need a bit of surreptitious work done. Some bloody scoundrels made off with the Sacred Vial of Tax Exemption after I had them kill its previous owner. They're headed for Scavenger's Den. Mind giving them a stern talking to? A bit of the old stab-stab-yoink, if you will? That vial's quite dangerous in the wrong hands, I'm sure you'll agree. Creating wealth spontaneously is not a thing that one may entrust the average murderer with. The Treasury needs to have sole control of wealth creation in the land, otherwise we might as well not bother.

With that, I hope the gravity of the situation is clear. I would attend to this myself, but I fear I would be overstepping the boundaries of my position in many ways if I was to do so. So the quest falls to you, dear Classified. I have the utmost faith in your abilities!

Offer the king a few jugs of my sizable stock of beer. Leave the bandits and the lack of blacksmiths to be someone else's problem. Once the king finished off the beer I 'gifted' to him, offer to give him quite a bit more if he would possibly increase my influence, and take my advice above the other advisers.
