I say again, WAIT.  Time will do this far more effectively.

Investigate for protoplanets or stellar disks from any supernovae.  Plant seeds of life, if possible.  Investigate the Magicka loss.
Force a planet to form in a stable orbit, then start experimenting with microbial life
Start on the basic needs of an earth like planet

You investigate into your world further, and find a suitable rocky planet a habitable distance away from its nameless star - to create life on it, many factors must be created to allow it...
First you need water; you spend 50 Magicka to create thousands upon thousands of comets that gradually carry water to the nameless chaotic planet. After 100,000,000 years, the chaotic planet has cooled down to habitable levels after accretion of its star finally settled. To further it, you use 50 Magicka to create an atmosphere of nitrogen and oxygen. Then you spend yet another 50 mana to create a primordial soup within the ocean of various phosphates and organic compounds. The planet now has the needs it has to begin primitive life. However, it would take much, much longer for the primitive microbial compounds to evolve further.

You know why your magicka drains as time passes. Because you used the final reservoir of your mana upkeep to create existence itself, you no longer generate it naturally from the void. Therefor, your presence in this world you created is limited after it becomes older.

You have gained many more stars, and over the past 100,000,000 years have conglomerated into a simple elliptical galaxy.

You have lost 100,000 Magicka from time.

Start naming things.  (GM).  Look into ways to regain Magicka.
Grow life.  That ought to help, right?

You could rewrite the laws of physics to remove gravity and instead implement a more "fantasy-like" approach... but it would involve a lot of mana usage, especially as you would have to rewrite other laws too.

I keep trying to tell people this...The best ways are often the simplest.
Anywho.  ARE there ways to restore Magicka?

The only way to regain a portion of the magicka you used is to destroy something you created; however, this only brings back half, for the rest seeps into the Void.

You could forge names for your creations yourself, perhaps; or you could let the lifeforms inhabiting the planets choose them (if there is intelligent life.)
