Oh, balls, I never saw that! Sorry. Shall I go ahead and change my character's skills a tad? What are some things besides Damage Control that a Damage Control Technician need?

Description: Cole Griner is a 25 year old ensign straight out of the Academy and a complete greenhorn. During his courses, his emphasis was, obviously, on proper Damage Control techniques but he also worked on his ability to apply basic first aid in the event that he came across any wounded in a damaged section of the ship.
When asked what he fears the most while being a part of the crew, he'll reply
"Making a mistake that kills other crew members. If I ruin the lives of those who care about the people around me by allowing or facilitating their death..."
and then he'll quiet himself and change the topic. Cole is generally quiet though, unless someone with similar interests is with him, and even then he'll be fairly silent. He loves food though, which is strange due to his thin figure. He isn't particularly strong, but is muscularly thick enough to handle himself in situations requiring strength.

I have a few questions about this and sorry if the answers are obvious. I just want to make sure that things are crystal clear to me.

I'm assuming that Damage Control is the respective skill required for this Maneuver, but what does the "r.5" mean? Does it mean the roll has to be above a 5 to be successful?

at Damaged System room

I am also assuming that this means, in a room where there is no Damage Control console, one of the pre-existing consoles must have a Universal Console Switch performed on in order to change it to a Damage Control console, and then the System Damage Repair maneuver can be done?

Haspen, I ninja'd you with a different setup of my points. Would a single point also in Computers help me much?

I have to ask, does a cool-down or limit exist on how many times can we act? Or is there some sort of queue that we send commands into for them to be processed? _{I'm asking this because I want to spam all of the weapon-boosting maneveurs that last until the next attack for a very damaging alpha-strike.}

Also, can we assume that the colliander beam is fully charged already or do we have to do that manually as it were?
