so basically my question is this: if you were to build a fort with one dwarven civ, then build another right next to it, would they then be a "neighbor civilization" and send trade wagons/diplomacy?

basically I made an embark which has a nearly limitless supply of gold and silver, but no iron, so I would love to get multiple dwarven caravans since I can practically buy out the first one without even looking at this point. Not even big enough to have a mayor yet, and almost 600k wealth XD

They would be the same civilization and therefore get the same caravan (one sent from the mountainhomes).

Or if you play a different dwarf civilization, I don't think you'd get an extra caravan anyway. But you can test that easily enough by embarking next to Dwarves of a different civ to yours.
